People are claiming they can’t do reconstruction and anything else with the 1300 exchange rate. Yeah…They sure the hell can. That’s why the entire budget is based on that rate…The budget is the largest in history of Iraq. It’s a 3-year budget. So for you to go, ‘Oh, they can’t do it at that exchange rate.’ Is absolutely false. All the calculations were based on the exchange rate they came out with.
